Dairyland Power Seeks Additional Wind and Biomass Energy Resources

La Crosse, WI - Dairyland Power Cooperative has issued two requests for proposals (RFPs) seeking
renewable power resources from wind and biomass generation facilities. The RFPs are being coordinated by
Clearspring Energy Advisors of Madison, Wis.

The wind RFP seeks proposals from qualified bidders to provide a minimum of 20 megawatts (MW) of
capacity no later than 2010. For the purposes of this RFP, any wind power proposal must be for at least
20 MW. Dairyland is interested in receiving proposals to purchase wind power through a purchased power
agreement (PPA) with terms of 10 to 25 years. Responses to the wind power RFP are due by June 1, 2007.
A non-binding Notice of Intent to Bid is requested to be returned no later than May 10, 2007.

The biomass RFP seeks proposals for a total of 20 MW of capacity no later than 2015. For the purposes of
this RFP, qualified bidders are asked to propose projects of at least two (2) MW. Dairyland is interested in
receiving proposals to either purchase power through a PPA or to purchase the facility from the developer at
the completion of construction and initial operation. Responses to the biomass power RFP are due by July
31, 2007. A non-binding Notice of Intent to Bid is requested to be returned no later than May 20, 2007.
