Northeast Missouri Electric Power Cooperative (Northeast Power) is a transmission cooperative delivering power to northeast Missouri and southeast Iowa. We are currently seeking a Chief Operations Officer at the Palmyra, Missouri, location.


What You Will Do:
The Chief Operations Officer (COO) will play an integral role in executing Northeast Power’s mission of powering our members with safe, reliable and affordable electricity and value-added services. This position will oversee the engineering, construction, control center and system operations to obtain maximum productivity and effectiveness in the pursuit of strategic goals. In addition, this position will:

  • Assure design of electric transmission facilities meet the highest standards of capacity and reflect the most efficient utilization of construction and operation methods, techniques and equipment.
  • Direct the long- and short-range planning associated with all transmission line and substation design and improvements. 
  • Monitor progress and costs incurred in carrying out departmental work plans and budgets; prepare regular reports to the CEO and General Manager to assure compliance with program goals and budget levels.
  • Supervise assigned staff as required, perform employee performance evaluations, make recommendations as to the hiring, firing and promotion of personnel.
  • Develop and recommend contracts, agreements and required legal documents for consideration by the CEO and General Manager, legal counsel, Board of Directors, Member-Distribution Cooperatives and other related individuals.
  • Prepare monthly and annual written reports of activities of the Engineering and Operations Department and provide updates on Department projects to the Board of Directors as requested.

Requirements

What We Are Looking For:
We are looking for a strong leader who can see the big, long-range picture and has the ability to develop and implement innovative ideas that provide solutions to all types of workplace challenges. In addition, we are looking for: 

  • Bachelor’s Degree in electrical engineering from an accredited college or university preferred; other related engineering fields will be considered.
  • Licensed Professional Engineer preferred or ability to obtain with registration in Missouri and Iowa.
  • 10+ years work experience in electric utility system design, construction and operation is required. 5+ years experience in a supervisory capacity. 5+ years experience with a G&T cooperative preferred.
  • Knowledge of transmission line and substation design, construction and maintenance; demand and energy metering and microprocessor-based relaying; digital microwave; control center operations; SCADA; acquisition of right-of-way; and environmental, safety, hazardous waste and OSHA regulations.  Knowledge of RUS approved materials and equipment helpful. 
  • Ability to effectively communicate and work with all levels of the Cooperative as well as regulatory agencies, consultants and other contractor personnel.
  • Ability to demonstrate initiative and motivation to organize, train, lead and complete tasks and meet deadlines with minimal supervision.
  • Exhibits a leadership style that promotes respect, open communication, teamwork, productivity and accountability. Excellent written, oral and presentation skills. 
  • Proficient with personal computers, Microsoft Office Suite and other business software, and operation of general office equipment.
